Sec. 201 of the Practical Energy and Climate Plan Act of 2010 calls for updating the national model building energy codes and standards to meet the 2030 Challenge, with reductions of 30% below the baseline energy code (IECC 2006 / ASHRAE 90.1 2004) in 2012, 50% below the IECC 2006 code in 2015 and 50% below the ASHRAE 90.1 2004 code in 2017, as well as authorizes the Secretary to set further energy savings targets on a path to achieving net-zero-energy or “carbon neutral” buildings.

Sec. 241 of the American Clean Energy Leadership Act calls for updating the national model building energy codes and standards to meet the 2030 Challenge, with reductions of 30% below the baseline energy code (IECC 2006 / ASHRAE 90.1 2004) in 2010 and 50% below in 2016, as well as authorizes the Secretary to set further energy savings targets on a path to achieving net-zero-energy buildings.

Sec. 201 of the American Clean Energy and Security Act of 2009 (Waxman-Markey) calls for updating national building code energy reduction targets to meet the 2030 Challenge, with reductions of 30% below the baseline energy code (IECC 2006 / ASHRAE 90.1 2004) in 2010, 50% below in 2014-2015, and an additional 5% reduction every three years thereafter to 2029-2030. Senate action on H.R. 2454 is pending.

Section 433. Federal Building Energy Efficiency Standards

After being passed by the Senate and the House of Representatives, the Energy Independence and Security Act became law with the President’s signature. Section 433 of this bill requires that all new federal buildings and major renovations meet the energy performance standards of the 2030 Challenge beginning in 2010.
